Gerrymandering has made a mockery of the original intent of the Founding Fathers when they devised the Electoral College. The original intent of the Electoral College was to balance the rights of the sovereign states with rights of the people. It was written before the Bill of Rights. See Gerrymandering and the Electoral College.
Amend the Constitution as follows.
In Article II, Section 2. Remove ", in such Manner as the Legislature thereof may direct," and insert after "may be entitled in the Congress" ", the electors to initially vote in proportion
to the percentage of votes each presidential candidate received in the popular election in the respective state"
so that Section 2 reads.
"2, Each State shall appoint a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress, the electors to initially vote in proportion to the percentage of votes each presidential candidate received in the popular election in the respective state: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector."
